How the Dubai Brokerage Industry Actually Works

Who the participants are, how they are regulated, and what it means for you as a client.

Understanding how the brokerage industry is structured helps you work out who is representing whose interests in your transaction.

The regulator

The Dubai Land Department, through the Real Estate Regulatory Agency, registers brokerages and brokers, issues advertising permits, maintains the rental index and operates the registration and dispute resolution processes. Every legitimate participant is registered and traceable.

Brokerages

Each holds an Office Registration Number. Individual brokers hold a Broker Registration Number. Both should appear in the agency's material and on request. Agencies range from single offices specialising in one community to large firms covering the whole market.

Developers

Developers sell off plan directly and through brokerages. When you buy off plan through a broker, the commission is usually paid by the developer, not by you, which is worth understanding when assessing advice.

Portals

Property portals are advertising platforms, not agencies. They verify permit numbers before listings go live, which is a useful filter, but the listing is still the agency's representation.

Property managers

Separate from sales brokerage. They handle tenancy, maintenance, rent collection and renewals. Some agencies offer both; the skills are different.

What this means for you

Ask who is paying the person advising you. On a resale, the seller typically pays commission, so the listing agent represents the seller. You can appoint your own broker. On off plan, the developer typically pays, which means the broker's incentive is aligned with completing a sale in that project specifically. None of this is improper, but knowing it lets you weigh advice accurately.
